The Question: What is vexel art?

Technically, it’s the words “vector” and “pixel” combined.
That’s why when you say “Can you vector my photo in Photoshop?”
That’s just wrong.

The difference between Vector and Vexel graphics is this:

here's a great example from DA.

Vector graphics is done usually in Adobe Illustrator.
Vexel graphics is done in Adobe Photoshop.

When you zoom in a vector image, the image is not pixelated (meaning malinaw parin)
When you zoom in a vexel image, the image is pixilated (meaning medyo may makikita kang squares which is the pixel at medyo Malabo)

But when you zoom out both, they are almost the same.

HARD?

Yes, in a sense that you REALLY have to be patient with the details, with following the directions, with TIIIMMEEE (because it takes around 4- 6 hours to finish one). And if you don’t have the patience, then better stop learning about this. Keep in mind that learning, almost in any field takes time and if you want your outcome to be stunning or well-presented then you have to scrutinize your own work, be a critique of it.

BECAUSE REMEMBER: a great work of art isn't rushed!  whether it’s traditional or DIGITAL ART.
